Kathmandu, June 29
The State Affairs and Good Governance in the House of Representatives on Monday has endorsed the Federal Civil Service Bill and forwarded it to the full house.
The concerned minister, Minister for General Administration Hridayesh Tripathi, however, objected to a key provision of the bill.
The bill as endorsed by majority vote in the committee today has it that the federal government will send provincial ministerial secretaries as well as chief executive officers of local units to the provinces. Earlier, Tripathi had said the government was okay with sending the ministerial secretaries, demanding the chief executive officers of local units would be appointed by the provincial governments.
However, the committee’s chairperson Shashi Shrestha did not let the minister discuss the issue further today citing the majority of members endorsed the bill as proposed earlier.
The provision would last under the provincial governments would not form their own civil services.
